
5 commitments to promote energy communities
The Network of Energy Communities of Barcelona is a joint learning and reflection space for driving groups of the energy communities of the city, which arises from the need to interconnect the different processes that occur in the creation and development of these, as well as to share doubts, challenges and good practices. The space, powered by Coòpolis, meets bimonthly from 2023.
Despite the municipal instruments available in the city of Barcelona, the Barcelona Energy Communities Network continues to encounter important institutional and administrative barriers that limit its scope and consolidation. The lack of structural and coordinated municipal support makes the growth of energy communities is slowunequal and excessively dependent on thevoluntary effort of organized citizenship.
Existing experiences show, however, that energy communities are one real and viable tool to move towards one just energy transition. The latest legislative developments, such as Decree Law 22/2025, of 28 October, declare Renewable Energy Communities (CER) and Citizen Energy Communities (CCE) as entities of public utility and general interest. In this sense, the new regulatory framework opens up an opportunity for theBarcelona City Council assumes a more active role in promoting energy communities in the city
For this reason, from the Network of Energy Communities of Barcelona, one is proposed commitments document for the promotion of energy communities in Barcelona, with the support of the signatory groups, which will be transferred to the members of the Commission for Ecology, Urban Planning, Mobility and Housing with the aim of promoting stable and determined support for the city’s energy communities according to the current framework.
The five commitments collected in the document are:
- Develop a Comprehensive Impulse and Support Plan to the Energy Communities to include them transversally in the achievement of the city’s objectives.
- Guarantee the right to energy in the city through the deployment of public-community policies and practices.
- Create a Municipal Fund for Energy Communities.
- Municipal tax credits, to recognize and encourage Energy Communities projects.
- create theBarcelona Energy Communities Technical Officeas a single window for coordination and technical, legal and administrative support for community projects.
